Google announced a new tool, the Google News Showcase, allowing publishers to pick and present their stories. Google also committed to pay publishers US$D 1 billion in the next 3 years for news. The Google News Showcase is planned to initially launch in Germany and Brazil. The European Publishers Council criticised the launch of the Google News Showcase because: 'They [Google] can dictate terms and conditions, undermine legislation designed to create conditions for a fair negotiation, while claiming they are helping to fund news production'.
