The UK Ministry of Digital Infrastructure has published a digital identity and attributes trust framework. The paper lays out the attributes of an effective digital identity system in four thematic areas: inclusion, privacy and data protection, fraud management, and security. It includes rules for various players such as identity service providers, attribute service providers, orchestration service providers, and trust framework participants. Public and private identity providers can use the framework in developing digital identities and then give feedback to the ministry. Issues that the framework will provide guidance on in future iterations will include: limitations on liability, use of trust marks, encryption, data portability, delegated authority, and interoperability.
The policy paper follows a call for evidence in 2019 when the ministry sought public input on what the UK's digital ID system should look like.
